did you get server 10 installed? Does internet sharing in that work?
server 10 would not get past trying to startup the server admin (correct terminology?)
now, 9 is broken as well.
i was planning on installing server 10 on a clean box as a dedicated host for my database anyway, so i am using this issue as a reason to get that done.
i would really like to fix this, though.

It sounds like you have two separate problems. That is, FileMaker Pro 9 is unable to turn on Instant Web Publishing, and FileMaker Server 10 Admin Console cannot be started.
Let's first start with FileMaker Pro 9.
Do you have a firewall active on the machine where FileMaker Pro 9 is installed?
To start fresh, reboot the machine and launch FileMaker Pro 9. Create a new database file, and try to turn on Instant Web Publishing. Does this work? If so, open the original file and try to set access to All Users for Instant Web Publishing.
Next, go to the machine where FileMaker Server 10 is installed. Launch a browser and enter: http://localhost:16000
Click on Start Admin Console. What occurs at this point?
If Admin Console starts, is everything in the Overview screen turned on? (Web Publishing, Database Server, Web Server). Any lights yellow or red? Are you able to open any database files?
