FileMaker Fields cannot be set to expand. They can be set to shrink.
You can create a layout specifically for printing this field/report and size the field large enough to display the largest possible text entry. Then, using the Sliding and Visibility section of the Position tab on the Inspector, you can set the field to slide up, resize enclosing part. Any object next to or below this field should also be set to slide up.
The sliding will not be visible in Browse mode, but the field will shrink/slide when you preview, print or save as PDF.
If you are using FileMaker 11, be aware that care may need to be taken to keep a line of text at the page break from splitting vertically.

The problem is the field can be long enough to span over 3 pages.
I have the field set to slide up, which when it does for the smaller records, results in blank pages being printed.
There are no fields below this.
If you select "Resize enclosing part" you should not have blank pages printing. Note that I said "any object" not "any field". If you have horizontal lines or other layout objects below the field, they must also be set to slide up.

Is there a check that can be performed on the database that will alert either the user or us
that a field has grown to N characters?
We could figure out how many pages we can extend the field and calculate the number of characters
that can be placed in that field.
The Length function will count the number of characters in a field, but this will only give you an approximate indication as each letter takes up differing widths, (compare the width of i and w), unless you choose a monospaced font such as courier.
