To my best understanding you can use the iPad solution and then sync the data up with the desktop version. However, it will not directly communicate with the desktop solution, like the way a FMP database will communicate with FMP Server.
Now will the iPad application communicate with the FMP Server? I believe so...
Don't see why you can't host the file with FileMaker Pro on the PC and then access it from FileMaker GO on the iPad as a client of the hosted database on the PC. Nothing I read in the FM GO section of this forum indicates that can't be done, but you do have to configure your internent router with port forwarding to allow access via 3G so you'll need to do some research on that.

Yes, you can use IWP (Instant Web Publishing) to make the database avaialble to users with web browsers from the windows version of FileMaker
The limits are 9 guests for filemaker clients and 5 simultaneous web connections via IWP.
