Is the popup menu a global field in the header of a list layout?
Yes, it is. It's tied to a value list based off of fields from a table.
Then you will likely find that the pop up does not work when the current record is not visible on the screen. This is a known bug.

Thanks for the info. The script that takes the user to this layout has a Go to Record/Request/Page [First] statement at the end, so the current record is always visible.. What's strange is that this bug occurs when using FMP11 but not FMPA11.
I should also note that this same exact pop-up menu appears on other layouts (in the header, tied to the same global field) and it works fine for users on FMP11.
I did some testing and I actually can recreate this bug using FMPA11, but I have to scroll pretty far down the list before the global becomes inactive.
