Since you can't conditionally format a layout part, add an object, such as a button or field, to your layout sized to the size of the body layout part and placed behind all of your other layout objects so that it can function as a conditionally colored background. If you use a field for this, use the Inspector's behavior settings to deny access to the field.
This sounds like what I want to do. How do I format the button?

Okay, I used a button. Figured out how to format the fill color but now the row does not shrink when the button is there.
Correct. This method will not work with sliding field objects set to resize the enclosing part--a detail not shared with us until now.
