Do you have a sliding option specified?
Is this a single field, a repeating field, or multiple records?
Any sub summary layout parts?
A shot of your layout while it is in layoutmode may be enlightening.
There have been reports of problems with sliding repeating fields and layouts with sub summary parts that do not also have a body layout part.

Ok I've changed the image to layout view.
Sliding is specified as seen in the pic.
Multiple records on view in original image.
The problem seems to only be occurring when there are carriage returns included in the field.
Here's the calculation for the 'Report Description' field.

I still see the original image. Try using the controls below post an answer to upload the screen shot with a new post. That way we can compare the original image (in preview mode, I hope) with the layout mode view of the same.
If you put two carriage returns into a field followed by a line of text, this field has three rows of text and will not slide up to reduce the field to smaller than three rows. This behavior has not changed with the release of FileMaker 12.
OK, once I posted, it then updated to show the change. I think you are expecting to see text like this in the fields:

If so, sliding has never worked this way. You'll need to modify your methods.
Instead of 2 or however carriage returns though there is a huge gap for 1 carriage return it seems.
So "electric meter" has one carriage return preceding it?
What do you get if you remove the carriage return as a test?
We may have a new issue here to post over in Report an Issue. If so, you can copy and paste a link to this thread to save typing. Putting it up over there puts it where the FileMaker techs can see the post and either confirm that it's a known issue or add it to the growing list of Filemaker 12 issues.
Ok I've just changed the image again to show the problem. There is only 1 carriage return between each phrase to the right of 'Walls'.
I've been playing about with layout, it seems that displaying information from a check box set causes large gaps between each item. Carriage returns seem to do the same thing whether entered directly in to the field or produced from a calculation field.
Deleted the fields and added them again and all seems fine.
