Creating "public"/"private" button to hide fields or tab


     I am a newbie working on a Contact Management database. We have a couple of sales reps in our organization that would like the ability to enter data in a "Notes" tab/field and a "Personal Info" tab/field and would like to have a toggle button in each tab that will allow them to make the data private (or public). They essentially want to be able to keep track of their own notes and personal info for their respective clients controlled by their username/password. However, if the data is not confidential they would like the button to be able to make the data "public" so the rest of the organzation can see the data in the fields.

     I've been searching the forums and can't seem to find a straightforward way to do this.
