Can you describe your "round robin" in more detail?
I think you want to send an email to "the next contact on the list" and then update your list so that a subsequent email goes to the contact after that.

The details depend on the structure of your database and how you use that structure to pull up a list of potential recipients.
Here's a general outline
You'll need a table where one record = 1 email contact on your list. If you are only dealing with a single such list of recipients, this can be your contacts table. If you are managing multiple "round robin emails", you'll need a related table so that you can filter by specific list.
You need a minimum of two fields: Contact ID and ContactCount.
To select a recipient, find your list of recipients in this table and sort by ContactCount in ascending order. The recipient with the least calls will be the first record. Send your email and add one to the ContactCount field for this recipient.
Then the next time you send out an email, the sort will pull a different recipient to the top of your list.
