Yes and no.
You can use a function such as FieldNames to generate a list of field names, but this is a list of all fields on a given layout, so you have to keep and maintain a layout for each table where all fields in the table are located on this layout.
FieldType could then be used with this list to collect information about each field.

Im still in a bit of brain fade as to how to use the function to create new records.
You can load a variable with the FieldNames and then loop through them to do whatever you need to do with them, creating records in your table as needed.
If you want to take on a more ambitious approach, Database Design Reports can be generated in XML format. Thus, it might be possible to generate a DDR and then import the desired table and field data into a table in your database via an XML import.
Nothing so ambitious yet :)
