I've honestly never tried this one, but a "patch" comes to mind. If the patch is not necessary (ie. a way to do what you want directly) I trust that another will chime in.
Make a "Title Page Layout"
pretty it up as you wish
Run your printing script to go to the title layout, print it, then go to your report layout and print that.
(Told you it was a patch...hopefully a weaver will explain how to weave it into your report itself.)

I tried to add a Title Header part - exted it but that is not working.
I don't see why Title Header wouldn't work for you. Just make it as tall as your page.
The "simple" solution I found was first getting my layout to print the way I wanted with a footer etc. Then simply duplicate
that layout (called layout_print) and add a Title Header and Title Footer. Make the Title Header as big as a full page so you
can add a logo and title description and whatever. Make sure to check restart numbering from 1 if you have page numbers.
A Blank Title Footer will cover up anything you have in the footer that goes on the the body pages....
