I often set up a "NoData" table to use with "dashboard" or "main menu" type layouts. It has no fields defined and users can create as many new records as they want in it without affecting the real data. I then use a custom menu to remove the new record and delete record menu options. An OnLayoutEnter script trigger can check for zero records in the table and create one. This way, if you deploy a new copy of the file, you can use a clone and the system will automatically adjust for you.
