I have the exact same problem.
Everything works fine on OSX but can't get it going on Windows.
If I type it directly into IE it works but not from filemaker.
Does it not like the data:text/html, header?
I don't think that's the same problem though, the original post from 5+ years ago was about trying to display XML, not HTML.
There should be no problem using the "data" header as long as it starts something like this:

Agreed to wim, this is not the same problem. You are better to start your thread.
Most of the reason that not work on webviewer but IE, is webviewer runs as IE9 emulation.
I think the original post was about PROCESSING the xml (with XSLT) which used to work with the instruction: ..?xml-stylesheet type='text/xsl' href='...' ?..
I haven't tested lately but browsers may have stopped allowing this. And I would never attempt within web viewer & the data URI.
However, if that was for processing, then I believe the correct call would have been to "data:text/xml" regardless of whatever was in the xsl:output method

The path is URL, not file paths in FM.
URL need at least 2 slashes as "file://", but IE implementation allow some variations.
Anyway this is 5 years old and on FM11, might not worth to answer...
