No, I have on layout opened only which is nothing related to the tables I selected.
But what MODE is that layout in? There are have been reports of disabled options in Manage Database when the current layout is open in layout mode.

Have you tried doing a recover on the file? Perhaps there's an issue with the file itself.
Yes, I did recvoer it. Recovered file has same issue.
Does a brand new test file have the same issue?
Things to keep in mind about Recover:
While Recover almost always detects and fully corrects any problems with your file...
- The recovered copy may behave differently even if recover reports "no problems found".
- Recover does not detect all problems
- Recover doesn't always fix all problems correctly
- Best Practice is to never put a recovered copy back into regular use or development. Instead, replace the damaged file with an undamaged back up copy if this is at all possible. You may have to save a clone of the back up copy and import all data from your recovered copy to get a working copy with the most up to date information possible.

New file or my other file is OK. I understand it should this file issue, but, I do not know where it is and how to fix it.
I understand the recover file behaviour.
The point that I am making is that if you cannot fix this with recover and cannot find any other reason for this behavior, you may need to replace your file with an older back up and import your current data into the back up.
If an acceptable back up is not available, you may have to rebuild or even recreate your file. Sometimes you can selectively rebuild your file by deleting portions of your solution to see if the remaining part of the file now functions correctly and then you need only rebuild the part you deleted, but this doesn't always work.
