deactivating filemaker 6 license to move to new computer with or without old computer xp

I am having a problem using old license number to activate software on new machines. I have a number of licenses that where active on machines I no longer have access to that I would like to use on new computers. I also have a number of licenses that are active and being used, but when I switch the computers out I would like the to deactivate prior to switching so I dont have the same problem in the future. Step to deactivate file maker 6 License on windows xp machines?

the error I am recieving is that there I am exceeding the maximum number of licenses users are currently using this copy  of filemaker.

I run windows xp Pro
