I wouldn't try this while the DB is in use nor would I without backing up the file first, but you might send a clone of the file (no records). Open the older copy, delete all scripts or only those that were updated and then import the scripts from your clone file. Not something I'd recommend for the novice, but I don't see why it wouldn't work and it would avoid having to import all the data from your older file into the clone of your updated file.
Why don't you use separate files for the user interface (layouts, relationships, scripts) and data? That way, your associate only needs to swap the UI file.
