You can make your body two pages tall, extend the merge text object all the way to the bottom of the body and then use the Inspector (or sliding/printing in FileMaker 10) to set the merge text to slide up and also to resize the enclosing part.
Due to a bug re-introduced in FileMaker 11, but not present in 10, you may need to make small adjustments to the position of the merge text to keep FileMaker from splitting a line of text vertically at the page break so that the top's of the letters are printed on page one and the bottoms of the same letters print on page two.
