How are you sharing these files over the network?
1) Open the file on the server computer with filemaker server or filemaker pro, users use open remote to find and open the file.
2) Users open a shared directory and double-click the database file to open it.
Option 2) is not recommended and risks possible corruption of your database.

Currently they have been using option 2. I have just installed filemaker pro on one of the servers and I will get them to open the database as admin on that and then see if they can all share it that way.
A single machine on a network opens a database that is set to share.
The second... third... fourth... etc machine opens filemakers and chooses Open Remote to open the shared database.
This assumes sharing is setup correctly and firewalls are set to allow such sharing.

Turns out it was the way our group policy strictly controls the Windows Firewall. It was blocking the program and port 5003 so it wasn't broadcasting the fact an XP machine had the file open over the network.
